Yes, if the foreign citizen is already in the United States in a different visa status, such as a visitor visa or an H-1B visa, he or she may file a change of status request to an L-1 Visa in most instances. If this strategy is followed then there is no requirement to go to the consulate of the foreign country to have the visa issued as a Beneficiary can just remain in the U.S. with the new L Visa status. Please note, however, that a change of status in this manner does not mean that it will be unnecessary to visit the applicant's home consulate if the L visa holder travels outside the U.S. and then wishes to reentry.
