Before moving back to California in 2001, Anders held the position of City Attorney in Marengo, Iowa, for 10 years. Anders is a native of the state of Iowa, and attended the University of Iowa. Anders holds three Bachelor of Arts degrees in Political Science, Communications and Journalism. Anders also holds a Masters Degree in Urban Planning. Anders was awarded a Juris Doctorate by the University of Iowa. He is a member of the Phi Beta Kappa honorary fraternity.

Anders is admitted to practice law in the states of California and Iowa. He is a admitted to practice before the United States Supreme Court, the 8th and 9th Circuit Courts of Appeal, and Federal District Court regional bars in California and Iowa.
